Local Content and Building WA Industry Capabilities
The Western Australian Government is committed to supporting local business and increasing the level of local industry participation in major investment projects. This commitment is reflected in the Government's adoption of several local content policies and the establishment of the Industry Capability Network Western Australia.
Local Content Policies
All State Governments have adopted a common policy, the Australian Industry Participation National Framework (available in the right hand pane), that aims to provide for the full, fair and reasonable opportunity for Australian industries to participate in significant public and private sector activity.
The Building Local Industry Policy is a Western Australian State Government Policy that affirms Western Australia's (WA) commitment to the Australian Industry Participation National Framework. The Policy applies the use of Industry Participation Plans to private sector and public sector major projects.
The Buy Local Policy (available in the right hand pane) is a Western Australian State Government Policy. It aims to maximise supply opportunities for competitive local Western Australian industries when bidding for State government contracts.
The Policy supports other government initiatives to attract new investment, encourage employment creation and growth to stimulate sustainable industry development within WA.
This policy requires Western Australian government agencies to recognise "local content" in bid evaluations.
Role of the Industry Capability Network Western Australia
The Industry Capability Network Western Australia (ICNWA) promotes Western Australian and Australian industry capability to major project developers, service providers and Government agencies both nationally and abroad by identifying competitive domestic providers.
It brings benefits to the State by maximising local participation in major investment projects. ICNWA has played an integral part in promoting local manufacturers, leading to export opportunities and job creation.
The availability of ICNWA’s services is included in all State Government tender documents to help tenderers maximise local content in their proposals.
Services include:
- Offering a consultancy service to evaluate purchasing requirements and making recommendations on alternative supply channels
- Providing a standard vendor identification services free of charge
- Linking competitive providers into global supplier registration systems of global engineering companies
- Locating potential local partners for joint ventures and technology transfer
- Providing industry briefings and seminars on WA investment project procurement opportunities
- Supplying industry development services such as capability analysis, industry specific capability directories, investigation into infrastructure requirements and many others
